Installation of remote desktop licenses not working?

Can't install remote desktop licenses. Through the site https://activate.microsoft.com/ I get an error: The Remote Desktop Services Licensing Program cannot process the request. Make sure the correct information is entered. If the error occurs again, try other activation methods. Error code: 800
Through the Licensing Manager interface, this error: Failed to connect to the Microsoft Clearing House. Verify that you have Internet connectivity on the computer that is running Remote Desktop Licensing Manager. If this problem occurs again, use a different connection method.

Is the activation server on the Microsoft side unavailable?
