Inserting a photo into a layer in fsh cs6?

I ask for help for a novice designer, there is a large photo that I want to insert into the header of the site, but so that only a certain part of the photo can be seen. I don’t even know how to describe it, I saw on the video how they insert a photo and how would they position the photo without cropping inside the layer? What can it be called and at least in which direction to dig?
