Innodb_log_file_size taking up RAM?

Good day. The principle of operation of innodb_log_file_size is not entirely clear. Write, the more innodb_log_file_size, the less disk operations. But after all all the same it is written to a file and work with a disk remains. Or writes a log to memory (innodb_log_file_size = 256M), and then how to fill up 256m, is it dumped to disk? Specifically interested in these 256m occupy memory? If I cut down, for example, to 64M, can I free up some memory?

The binary log file is created on disk. Operations with it are faster, because. it is a sequential operation file and therefore the work of writing to it is much easier than the operation of table data files on disk.
