Initial promotion of the project

Imagine that you have launched your web project. But it is still completely empty, and there are no users on it. So how and why to attract the first visitors? Pay for advertising right away, or first try to promote yourself? And is it better to start promotion immediately after the opening or some time (how much more effective?) 1. Add yourself to Yandex Web Master, to Metrica, to Google Analytics. provide your xml sitemap
2. Get promoted on thematic forums, contact groups, livejournal, tweeters, etc. at the same time, you will increase the link mass

I think the answers to the following questions will help clarify the picture.
From the user's point of view, what functionality of the project is worth it to register there and spend time on this site. Why is this site better than many others? So far, it is a new and unexplored place that needs to be dealt with, wasted time, and it is not known whether it will be of any use.
What in your site/project can arouse the curiosity of a sophisticated user? What is its “trick” that users themselves want to tell each other about?
Word of mouth works much more effectively than contextual advertising on Google.
