Information Security. What is the difference between military and civilian universities?

And where are those same hackers trained?
On the one hand, military universities are more conservative. On the other hand, they are a state priority. The military commissar always walked ahead of us.
I would like to see the answer on the example of a comparison between the Academy of the FSB and ITMO, as vivid and opposite examples.
