Inexpensive storage system. What to choose?

Hello
There is a task with a limited budget ($30k) to store a large volume (from 45tb) of video
. We need a storage system with the ability to connect additional baskets in the future.
High data access speed is not needed.
Connecting to a 10G network. Essentially NAS.
It would be nice if ordinary SATA3 drives designed for 24/7 work (for example, Toshiba MG03ACA400)
Found QNAP TS-EC2480U-RP NAS Rack 24-Bay confuses the manufacturer's focus on the home user, multimedia features in their OS.
What to choose? Tell?

I would have done it easier (more precisely, they did). We took a RAID with the ability to expand with JBOD shelves connected via SAS, connected it to a distributing server with 10gb via a PCI-e adapter. All together we kept within 48Tb in ~ 500K rubles.
And yes, 48TB is for disks, if in RAID5 / 50, it will be less (but see the manufacturer's line, you can fit into 48TB RAID50 in your budget).
Approximate calculation:
- Server 1U Supermicro SYS-6017R-72RFTP, E5-2603V2, 16Gb ECC RAM. (2GE+2x10Gb onboard) ~ 100K rub.
- RAID Axus Yotta III 16 drive (16x3000TB), PCE-e adapter included ~ 400K rub.
Pluses - RAID separately, server separately, independence from software on NAS, high speed, expandability, "cheap" and cheerful.
Cons - the OS on the server and software such as iSCSI and other things are installed and configured by handles, you need to monitor both the RAID and the server, two points of failure.
PS!!!!! Both on! AXUS do not take (and we suckers!). They announced on August 6th that they will shut down the business from September 30th :-(

Software, you can take something ready-made, for example, Nexent (or storage pool from MS) or build on the basis of Adaptec' ov\LSI'ev - both the first and the second case have pluses and minuses.
