Now I use Skype, but it is not always convenient, I would like to find an inexpensive SIP service provider without a subscriber, paying only for calls.
Throw, pliz, options.

PS Something is not possible to make friends with the built-in functionality in Andoid 4.0.3 and third-party programs also do not want (I tried the first 2 proposed options) - silence, and one of the applications said error 408

PPS Apparently it was a phone glitch, now it worked with all operators.
