Indians masquerading as Americans?

Nedvano signed up for elance. I happen to have done a lot of freelancing and contract work, but never on stock exchanges before. In general, I see an order: set up TFS, publishing, CI, everything. It is written that Irvine is from the States. Signed up on Skype. The Skype name is Sandip Dalal, but the profile is still Irvine, USA. Then I suspected something was wrong) He did not speak, I believe, in order not to demonstrate an accent, my friend. In general, he asked me the same thing that I wrote in the bid, received exactly the same answers and asked to contact their lead, whose name is Bharat. I don't mind working with Indians if they need help setting up CI, but all this conspiracy bothers me. Maybe someone can explain why he does this? Is it a scam or just Irvine/Sandip Dalal - is it some kind of Indian outsourcing that works with the states, do they really need to do what they can't do?

Sandip lives in Irvine (which is in California. Emnip Blizzard, Verizon and a bunch of other things are located right here). Sandip works remotely with you, with Bharat and a bunch of other people (all these people can live anywhere)
