In which video hosting can I link comments to the time of the video?

Here in Youtube you can fumble links with reference to time, but this is not it. Is there any service where you can leave a comment right for some moment or frame of the video?

UPD: Japanese video hosting is good, but maybe there are some other options?

There is something similar in soundcloud , but it doesn't seem to be tied to time.
In youtube itself, you can put the time in the comment, it highlights it with a link right away.
