In which reader program can I read in English with translation on demand?

Good evening!
I recently bought an English-language book on Google.Play and I really liked the opportunity to highlight a phrase and after a couple of mouse clicks get a translation into Russian.
Unfortunately, Google.Play has a lot of limitations and therefore I ask you to advise an alternative solution.
Given:
fb2 or pdf file in English
Task: selected the proposal - received a translation into Russian.
Clarification: it is desirable that the application can work without Internet access.

PS The only thing I've managed to find so far is the "Google Translate" browser add-on - Almost perfect, but I would like to find something similar for working with fb2 and pdf files.

By the way, I would classify the arguments given by John Smith as hardcore advice, in fact, the accompanying translation can be very useful for high-quality immersion in the text and study, the main thing is to use it correctly.
What you want exists: babeleo.com - books with fiction, parallel (if needed) translation, audio versions and dictionary.

You have not specified the OS under which you want to read the book. I'm guessing android.
1. Most normal readers support external dictionaries. For example: AlReader, CoolReader work with ColorDict, GoldenDict, EMNIP dictionaries, and some others. In addition, many programs allow you to send the selected text fragment to another program, for example, to the same Google Translate.
2. The above readers do not work with PDF, EbookDroid is optimal for reading PDF under Android (it can also fb2\epub, but, IMHO, it is not as convenient for them as the aforementioned readers). If the PDF is text, not a scan, then it is also possible to work with external dictionaries, I don’t know about Google Translate, but most likely it is also possible.
3. At the current level of IT development, an offline translator on a mobile device is practically unrealizable.
4. The main thing: to translate the text in sentences / paragraphs instead of using a dictionary to translate unknown words - a dead end. So not only will you not learn anything, but it’s also not a fact that you will understand what is really being discussed. Even Google Translate often gives out such heresy that goosebumps ...
You need to use dictionaries, and preferably explanatory ones (that is, not In.yaz-Rus, but In.yaz-In.yaz); if there are problems with the "grmtk" - we read Murphy.

For Android, I can recommend Parallel Texts Reader https://play.google.com/store/apps/details?id=byme... Convenient page format with translation, inconvenient library with a limited list of books.
For the browser, I did not find the best option for myself. Maybe someone will like babeleo.com https://babeleo.com
There are books in html format, but chrome extensions for translation do not work with them. The same can be said about online readers.
