In which program / service to create a template for an email newsletter?

My question is not HOW to correctly compose letters for mailing, but WHERE to do it.
I do not understand one fundamental point. Let's say I made a simple template for mailing. One table, one cell, text and picture in it. All. There is this html code and a picture. How can I turn all this into a letter now? After all, I can’t just stupidly copy this code there in my mail client or the web mail interface when creating a letter and paste the picture.

If you send from your mail account, select the body of the letter, right-click to view the element's code (if in chrome), select the code, right-click edit as html again - a window opens, paste your code.
