In which hub should I publish a post and is it worth it?

I wrote a short article about my small site, I was going to publish it in the 'I'm promoting' hub, but I didn't have enough karma, I don't let me into the Sandbox either. In one q&a , it is advised to publish in specialized blogs. Will the habrocommunity be interested in an article about this site, and if so, in which specialized hub should it be published?
