In which editor to write technical literature?

You need to write a large article with code examples, sections and other goodies. The question arose as to what to do. In Word, on the one hand, it is convenient to manage sections and formatting, on the other hand, it is not clear how to insert the code. It turns out ugly.
I really like Sublime, but it's impossible to add illustrations in it (a couple of pieces may be required).
And another question. What is the best way to write console output? I don’t like screenshots because if you need to change the font size, you will have to redo everything again. Copy-paste with your hands every time and make out like:

# ls 
app.js foo.js

Or how? How then to be with the code if you want to do syntax highlighting?

as an option - html. Lots of plugins for syntax highlighting. (console styles are also available) and layout can be designed as you wish. you can also easily convert to pdf if you want to print it in the end.
if you design in html, then through the markup and you can add img
