In which country to register an IT startup / aggregator? Tax planning.?

We are planning to launch a startup. It will be a car rental aggregator in different countries, around the world. Merchants are rental companies. Users - first of all the countries of the former Union, for the future Europe, America.
Choose the country of registration of the startup. Consider: Estonia, Cyprus, Georgia, America (Delaware).

Input data:
- the team will be remote, scattered across Russia / Ukraine / Belarus / Georgia;
- there is no task to be physically in the country of registration;
- the service involves paying the website commission online, from the cards of individuals (and sometimes legal entities) from all over the world, the amounts are small - 5-100 euros on average);

On what factors we choose the country of registration:
- optimal taxation (mandatory annual taxes, income tax, income tax);
- the initial cost of registering a company;
- annual maintenance (virtual office - if required, accounting, fees, mandatory payments);
- uncomplicated financial statements;
- a stable political situation in the country of registration, without swings in relation to IT projects and business in general, a healthy legal environment;
- ease of doing business (no obligation to regularly visit the country, annual meetings of directors, normal relations with banks);

Please either share your experience or suggest financial consultants specializing in this issue. I don't want to run into information gypsies. I already know superficial information about each country from open sources, I want details to make the right decision.

Impressed. Especially America, from where you are going to do business in the former CIS. (sarcasm, wow).
Cyprus is an offshore zone, as far as I remember. I don’t know how you will explain to clients why the money goes there, but I would not pay and cooperate, especially considering the accounting and banking specifics.
Gather the chief accountant and your lawyer at a separate meeting and discuss. Where there will be the most customers - rely on those countries. CIS means Russia. You will open branches in individual countries, but again ... if there is a foreign representative office, it will hesitate to sort it out and rake up the red tape ... however, this is a matter of the future.
Let's summarize: "Users - first of all, the countries of the former Union" - only the Russian Federation. Think about the rest only after expanding the geography of doing business.
PySy: and yes ... I don’t advise you to meddle in Belarus - many friends of mine were taken out of there due to lawlessness.

Of course, there are several examples that it is dangerous to do business in Russia, but this is a very small set of companies.
IMHO, it will be much easier to register a company in the Russian Federation and do business here, it will be much easier to achieve the trust of customers and partners.
There are many examples of quite successful startups from the Russian Federation.
The main thing is not to make a head office in the Crimea :)
When you expand beyond the CIS, then you can take Estonia for the EU and Delaware for the USA.
