In which city of Russia to open a development office? Where are the strongest not too expensive developers?

For our projects we need web programmers, server programmers, iPhone programmers and Android programmers.
Opening a development office in Moscow is very expensive. Both the rent is expensive and the salary (for example, the salary of an iPhone programmer in Moscow is now about 100k rubles, in the regions it is much cheaper).
Thinking about some other city. I understand that the skill of a developer does not depend very much on the city in which he lives and on the university where he studied. But nevertheless, there is Moscow with such universities as the Moscow Institute of Physics and Technology and Moscow State University, there is St. Petersburg with its St. Petersburg State University, in these cities there is definitely more choice of intelligent IT specialists, but they are very expensive. I heard that there are strong developers in Novosibirsk (at NSU, an academic campus). Also good reviews about Voronezh, Rostov, Samara, Yekaterinburg and Tomsk, also primarily due to universities. At the same time, in these cities, developers are much cheaper than in the capitals.
Who knows about this? Who has experience with programmers from these cities? Please share.

As for universities, VSU has a Faculty of Computer Science (FSC), which churns out all sorts of IT specialists in batches. VSTU has a Faculty of Information Security Systems (ISS), there are also a lot of different kinds of computer scientists.
I won't say anything about the quality.
But here you need to understand that in any case it is necessary to grow a specialist, and the position “where to find good specialists at a low price” will not lead to anything good.

Many immediately look towards work in Moscow time or St. Petersburg, as you wrote because of the higher salary. Experienced Iphone and Android you will not find here either. And if you find them, they will not come out cheaper to you.

I know that many Western companies recruit, for example, Russians, but they do not immediately hire them, but send them to study. for 1-3 monthly courses, at least.
Even the post on Habré was of a person who left for Cyprus, and he had to take courses.
Why are you worse?
1. Take promising young people, say, from a distant city.
2. Offer them to move to a bigger city or to the sea :) I would go to the sea myself.

4. Get employees.
Just sign a contract for at least a couple of years.
Well, there you already consider whether it is profitable or not.

By the way, why in Russia, open an office in Thailand. Even with all paperwork, visas, everything else will be cheaper, from taxes to an office with equipment, accommodation, recreation and motivation :)

When choosing a city for opening an office, I would first ask how many departments and universities train programmers in the city? I once witnessed an epicfail of a company that opened an office in Yalta. They did not take into account a number of points:
1. There are no universities in the city that train programmers. Accordingly, there is no source for hunting.
2. Renting housing and living in the city, despite the fact that the sea is nearby and the type of the South Coast.
As a result, people were hunted all over Crimea, but no one wanted to go. I had to open an office in another city.
Therefore, ask if universities, how much it costs to rent housing. How many cities nearby from which you can hunt programmers.

Since there is nothing to catch in large cities, lure them by moving from all over Russia to some beautiful or resort towns. If the project is long-term, open an educational center, prepare specialists for yourself from talented local youth.
