In what units is the server load measured?

For example, here, what do the numbers mean and in what units are these values?
load average: 1.50, 3.09, 6.96
thanks.

It can be represented as the number of active processes for a selected time interval (1, 5 and 15 minutes).
If the number exceeds the number of processors in the system, then this means that the processes are running "slower", idle in queues.

If we take it more broadly, then the server is what provides a service, a service, which means its load should be measured - satisfied_service_consumer / time_unit
