In what program to mount video instructions?

I need to create a video with a simple instruction. The instruction is a set of slides (for example, these are photographs and screenshots), on top of which the cursor crawls, showing where to click, frames appear that highlight any areas, arrows, etc. And all this is accompanied by a voice.
The old fashioned way, I would do it in a video editing program like Premier Pro. I would stuff slides in there, stretch them for the required number of seconds, make transitions between them, and overlay a moving cursor, frames, arrows (pre-drawn somewhere in illustrator), etc. But I understand that this is a very clumsy approach, that for such tasks there are more convenient and efficient means. So I want to ask - where should I do it?
I heard about Adobe Animate and Adobe After Effect. But I don't fully understand the purpose of these programs. Are they suitable for this? Or maybe something else?

Why not just capture the screen if necessary? Turn on the program you need, open the slide, move the mouse, speak into the microphone if necessary.

You can animate the arrow in the after, it's not difficult, but more tedious.
The simplest option is, indeed, just to capture the screen and then cut off the edges and make transitions between actions (plus add sound separately).
To animate the arrow in the after you need:
1-screenshot of the screen on which you will drive the arrow
2-arrow (vector or png)
3-key function in the after (std function of course)
this is all you need if you have questions about how to animate the keys in the after , speak, I will prompt in more detail.
ps If you will animate the arrow in the after, switch the interpolation keys ( F9), so the arrow should look better.
