In what program do designers usually draw icons?

Greetings.
I wonder what professionals usually use for full-fledged icons - in Illustrator, Figma, Sketch or some other program? I really like Figma for its responsiveness, but I understand that there seems to be a lot missing in it for full-fledged drawing.

I use Illustrator and Figma.
