The text can be rasterized if the font style is used in pseudo-bold. When saving the file as a pdf, a warning will say "Fonts that use faux bold should not be included in vector data." To correct the style, you can select the text and right-click to open the menu and uncheck the "pseudo-bold" checkbox. After that, the text will be saved in pdf not in a raster.
Save as -> Photoshop PDF -> OK (or Save, in short, leave the default settings)
but what, were there any problems? in order for the text to become "part of the picture" - it is necessary to make a special effort: convert the text into shapes or completely collapse the text layers (rasterize the text).
