In what language is it worth ordering / writing a program for previewer and printing doc, docx files?

We need a program so that when inserted into a flash drive into a usb port, it would automatically find all Word documents, when opening any of them, it would display page previews with zoom and checkboxes or range to select the desired pages for printing without the possibility of editing - just preview and print.
In addition to the language, you need to decide what to do:
1) make a "face" for microsoft office, which is certainly better, since it is not at all easy to implement complex formulas and graphs in your interpreter.
2) make your own interpreter, from scratch or based on open source developments.
3) can make a bunch with Microsoft clouds, where there are already opportunities.
I ask in order to make it easy to maintain, because offices come out every year, and what would you know what artist (s) to look for. And what amount should you think about, at least a range?

Any language, I see no reason for you to specify it as a requirement, you will only narrow down the circle of potential performers.
