In what foreign tenders does it make sense for a web developer to participate?

I am engaged in web development and would like to go to work in another country. As an option for finding a job, tenders came to mind - a competition is announced, you try your hand. Then either they invite you to work, or you get invaluable experience.
Knowledgeable people, tell me the projects where you could look for such things and participate in them? I would appreciate any advice :)

Tenders imply a fairly significant amount of work and the presence of a legal entity, if you know how to manage people, then open a company, hire people and participate in tenders.
