In what cases it is necessary to write tests for sites on frameworks?

I just can’t understand in what cases it is necessary to write tests for sites on frameworks? Some people say tests are a waste of time. Some - that you should always write. Some - you have to write for large projects that many people work on. Please help me figure it out.

You should rephrase your question because all of the answers you gave are correct.
The real question is: "What is the value of the tests?". And even more precisely, like this: "What value do tests have for me personally ?". And it is from this formulation that the correctness of any answer follows - someone does fine without tests, someone prefers to write them for everything, and someone chooses something in between these two extremes.
Have you tried writing them at all? If you tried, then why? Have you wasted your time? Do you have a budget for tests?
If you have some decent experience writing tests for real projects and don't understand their value, then you don't need to write them. If there is no experience, it must be obtained and then see the previous statement.
