7.1.7. In addition to its own Content, the User is not entitled to upload or otherwise make public (publish on the Site) the Content of other sites, databases and other results of intellectual activity in the absence of the express consent of the copyright holder to such actions.

Suppose we took and inserted a link into a post, the link led to an article with pictures. Under the link, a block will be formed with a picture from the article, its title and can be a text fragment. Based on clause 7.1.7, we were not entitled to do this, since we brought the content to the public . And the same with the video from YouTube? After all, the playback comes from the page in the VK, which means we again brought it to the attention of the public .
It turns out that in order not to risk getting problems with the law, you can only insert "bald links" by deleting a beautiful preview and player?

Youtube gives you the link/embed code. This seems to be an explicit agreement.

Site Rules and Law are two different things. Initially, the site rules were written to indicate the norms of behavior on the current site and the punishment for their violation could be a ban on this site. Today, the main tasks of the site rules have shifted to protection from our "Themis", in the hope of not getting a ban from her already for the site itself.

Based on my own experience of receiving compensation (albeit for using not YouTube videos, but photographs). A photo posted under a Creative Common license on a Wiki or in a public website publishing format may NOT be used and the recorded use will incur compensation to the author if it is used for a commercial purpose. A photo posted under a Creative Common license on a Wiki or public website posting format MAY be used if it is used for non-commercial purposes, but if the author is not credited, penalties range from paying compensation to requiring the photo to be removed from the post.
