Oops squeak (APC, operating from 160), the microwave does not heat, the refrigerator rattles, and so on.
In an emergency contacted, created a request and silence. The light is on and normal.

Kind of weird. Always if there were problems with the voltage in St. Petersburg (like it sank below 180), the electricians responded adequately.
You can also try to walk around the neighbors - they probably already burned something during this time, but they don’t know the reason. You will then fight with them.
Try to understand the technical reasons as well. It seems that this can happen if the zero burns out (the contact is bad), and in my opinion it may end up on the contrary with increased voltage (up to 380). It can also be only you alone in the apartment (in the meter), respectively, the housing office does not itch.
