In the clipboard on Windows 7, the Russian text encoding "spoils"

When pasting any copied Russian text, "krakozyabry" is inserted.
Moreover, it appears in all applications, even if the text is inserted in the same place where it was copied.

A more specific example: in notepad / FAR'e / browser something like "fubar" is typed, immediately copied and pasted in place. Instead of the copied text, we get "fóáð".

Judging by information from various sources, this problem can occur if the text is copied with a non - Russian (for example, English) layout enabled. However, I have this problem regardless of the layout.

Another nuance. Apparently, the conversion in the clipboard does not happen immediately, because. if you copy the text and quickly paste it, the text is inserted in the correct encoding. If you wait another second and insert again, then there will be "crazy".

Variants with malware are extremely unlikely, however, if there are specific examples of "living creatures" that do something similar, then it is also interesting to listen to the versions.

The problem is "living creatures", not necessarily viruses. You need to experiment - disable everything from startup, and then turn it on one by one, after which it will start - that's to blame. Most likely: Chromebauser, Mylru agent or defender, VKontakte agent, Yandex defender, browsers, toolbars, download managers ... View the list of installed software - remove the excess (if you understand what is superfluous)

A similar problem was caused by VNCviewer and its Clipboard -> Enable Automatic Synchronization setting, disabling which solved the problem
