In the Attiny2313 MCU, is clkI/O I/O clock frequency equal to the built-in RC oscillator frequency?

In the ATtiny2313, is the clkI/O I/O clock equal to or different from the built-in RC oscillator?
If different, how can it be changed?

The documentation says that the duration of incoming signals should in any case be no shorter than two cycles. It will be an internal generator, an external quartz or an external RC circuit - it doesn’t matter.
