In request-tracker-3.8, it's not possible to change or create a user, queue, etc.?

Installed request-tracker-3.8.8 from debian-backports on debian lenny machine (apache2, mod-fcgid, postgresql-8.4.7). Everything was installed successfully, the entrance to RT is carried out, you can walk through the menu. However, if you try to start an application, a new user, or change any user or queue settings, errors like " Unable to load queue" or "Couldn't load user ''" come out. The problem, apparently, is not in the database. because tested with postgres 9.0, 8.4 and SQLite. The question is where to look and what to dig. Under the cut debug log.

At request-tracker.ru you are welcome.
Don't forget to give the rt user access to the mason_data and session_data folders, or something like that. It stores all sorts of cached elements there, if it cannot create it, it falls with any heresy.
