In MS Excel, none of the INSERT menu commands is available on Ribon, can you fix it?

There is a MS Excel 2016 file. It is located on a network drive. Sharing enabled. Even when a single user is running, commands from the INSERT menu are not available. In other sections, most of the teams are also "warmed up". Is this a bug or a feature? Is it treated or managed somehow?

"Sharing" or "Shared Ledger"? These are two different models of multi-user simultaneous work with a file. The second just implies the inability to use most of the program's functionality. Including the insertion of most objects.
