In iptables - 12000 rules (ip addresses in the bath) - is this a lot or tolerable for vps?

Hello.
There is a VPS: 4GB of RAM, 2 cores.
Through iptables, ip addresses are blocked that fall through fail2ban (repeated requests for 1 page).
More than 12000 (12 thousand) ip addresses/rules have already been accumulated.
I'm worried that such a large number will affect the speed of the return of pages. Should I be worried or is this normal?
How many rules in iptables do you need to affect the performance of the VPS?

Why ban by IP, you need to ban by signs - common sense suggests.
