In App Purchase Consumable / Consumable purchase - Not consumed?

Hi all!
I am making an application with in-app purchases, for example, coins are consumable purchases.
I created two testers, tried first with one everything works, but then it started to fall out with each purchase of the "Consumable Purchase" pop-up window with "This in-app purchase has already been made. Content will be restored for free." Then he began to try with the second and after a while again the same thing!
Here I have a question:
Is it only during the test that this happens or ...?
If not, what is a consumable purchase that the user can purchase multiple times?
Tell me who knows about this? I can't figure it out!

I won’t tell you about the main question, only that it should work fine in sandbox purchases. From my own experience, I can share that a similar phrase occurs to me if I quickly tap on the Consumable IAP purchase button, so I disable the button for a few seconds.
In addition, I noticed that Apple's sandbox gateway is not as stable as production. A couple of times, for example in April, it happened that for several hours when requesting a list of SKProduct, it gave an error with a strange status. And after a while, without any changes, everything became normal.
As for "Metadata is missing", this is not a problem, if I'm not mistaken, it is written about the empty fields of screenshots and comments for review by the Review Team.
