Impossible to make perfect Pixel. Where to find a mentor?

Hey! I'm learning to make up websites, but I can't make up like on a layout. Everything is constantly falling apart! I always take all sizes from Photoshop, but I can’t even get close to the perfect pixel. I'm looking for a person who knows how to typeset well and with whom I could chat on Skype. You don't need to learn the basics of layout. Here is an example of what I always get.
