Import products in cms, csv or xsl database in mysql, how to do it right and in what folder on server?

there is a site in it store (Fig3), the site is stored in the mysql database Fig1. there is a variant to import goods into the database with cms using the csv file fig2. how to immediately import a csv file into the database or a similar file into the mysql database (Fig. 1) bypassing cms. table/mysql.
