Immediately on the hosting or first on the local server to make a website?

Good afternoon.
Such a question, I am making an online store site on CMS Wordpress Woocommerce to a friend, hosting and domain are not yet rented, I do everything on a local server. So, is it easier to do everything on the hosting right away, so that later there are no problems with the transfer, or is it still first on the local, and then transfer the finished one to the hosting?

The main thing is to find out in advance the server configuration on the hosting, the PHP version, and so on, so that there are no unpleasant surprises.

It is more convenient to develop on a local server. But it is better to periodically test on the hosting. For example. The standard way to include the jquery library in a functions file works fine on a localhost, but on a real host it can surprise.
