Imagemagick: Why does a gif grow in size?

Hello, I am using:

convert 1.gif -resize '680x<' 2.gif 
gifsicle --resize-fit-width 680 -i 1.gif > 2.gif

In both cases, the gif from 2mb (800x400) turns into 8mb
Here is the gif itself , and the problem is with it, please tell me how to fix it?
