Image drawing framework for Unity3D?

. Advise on what is the best way to draw images, so that they can then be stuffed into Unity

I am more on 2d. The question is not what, but how. Photoshop works well for 2D, but any other editor will do too. In order not to lose quality, save in png, and not in jpeg.
To make it easier to animate, there are a couple of approaches. My favorite is to cut the character image into pieces. and then put together in Unity and animate in Mecanim the movement of these parts relative to each other. You can search something like Unity Bone Based Sprite Animation on Google, there will be a lot of good results. To make it easier, there are many different assets that help organize the animation process in parts.
