IIS6 - settings are not saved (reset), because of what?

Hello,
I have a win server 2003 x64 with IIS6 on board.
The problem is that IIS resets settings on restart, i.e. for example, we create a group of applications, a web site, set them up - check - everything is fine in the settings, everything is saved. Restart IIS - either nothing was created, or the web site is linked to the default application group, or the settings partially do not match the specified ones (for example, the ip address changes to Unassigned instead of the explicitly specified one).
Okay, let's try to delete a web site or application group - delete it, they disappear from the lists, restart IIS... the deleted items are back in the lists.
What could be the reason?

no administrator rights, errors on the file system, look at the system logs
