You create such a picture in a vector editor (Inkscape, for example) by the size of the block, or simply by the aspect ratio of the block. And you write background in styles: url("path/image.svg") 50% 50% no-repeat; background-size: cover; You can experiment with the position of the background. You can create a regular png instead of svg, but a vector will be easier.
