If you copy windows to a new disk, can you use one license in two copies?

I bought a laptop with Windows on board, but I'm not satisfied with the ssd in terms of volume. The laptop has a slot for the second sdd and I googled a bunch of software that transfers Windu from one disk to another without any problems, while it was written that Windows also remains on the old disk. Is it normal that within the same license we have two copies of Windows?

License - permission to use the software.
The copyright holder has given you permission to use one copy of the Software - you can use one copy, if he has given you permission for ten copies - you can use ten copies.
