Anyone from local users. Safely. Or not. Depends on how many people use the machine directly (local login/ssh/etc). Above, all this is covered by setting up services (ftp, for example), but this is an additional point of failure: if an RCE class vulnerability is found in a service, then security is sharply reduced.
