If the provider asked you to turn off DHCP on a network connection, do you need to enter your IPv4?

In Rostelecom they said that you need to turn off DHCP on the network connection ...
it turns out you need to enter any ipv4 instead of "receive automatically"?
(I have access to an external Internet through PPPOE)
