If the phone does not support 3g, but has 4g, can you use 3g?

I don’t really understand telephone networks, I don’t have either 3g or 4g in my city yet, but 3g will appear soon, I want to buy a galaxy s4, there is no 3g support.
Actually the question is: I can not use 3g at all? Just wait until 4g starts hacking?
