If some hypothetical country is cut off from the global Internet, will any domain zones other than ".ru" and ".rf" continue to work?

If some hypothetical country is cut off from the global Internet, will any domain zones other than ".ru" and ".rf" continue to work? Or will sites in a zone like ".xyz" just stop working?

At a minimum, you will have to raise the root dns server inside a hypothetical country and reconfigure ALL resolvers to it. Otherwise, in general, all domains will fall off after the caching period expires.

Let's first understand the concept of "cut off"? What does cut off mean? Will they block uplinks from Moscow to Europe and America? Surely there are other main channels. Root DNS-s will be disabled? Raise your own. Yes, some sites will fall off of course, but some may not even notice if youtube does not suffer :D

Others will lift DNS and will continue to work. You can even raise your own.
If the uplinks are closed, then this is already different, there simply will not be access physically.
