If PowerShell was designed as a modern replacement for CMD, why is CMD still called up in the Windows recovery menu?

If an error occurs when Windows starts, then Windows opens the recovery menu the next time it starts. One option is to run the command line. Why does CMD open in this case and not PowerShell?

Apparently because powershell uses .Net, and this thing is quite heavy and there is no point in dragging it into the recovery system.
