If I upload an image I created to Habr (in Habrastorage), can I then place it in my portfolio on other sites?

Or is it better to place it under a free license first?

A portfolio made on a personal VPS with a beautiful domain and a configured HTTPS certificate looks more presentable, and costs only ten bucks a month.

In this case, no one deprives you of copyright, you are not deprived of exclusive rights either. Therefore, you have the right to do with your copyright object what you want.
The only thing is to look at the offers of the sites hosting your content. Perhaps they acquire the right to repost your content as well.
