Well, let's say I raise my DNS server at home. Then I can add domains myself to get them for free? Will other users be able to access such a domain?

If they set only your dns server in their settings, they will be able to, but there will be only a few of them and sites with such a domain name will not be able to be indexed by search engines, since they do not use your dns server and will not be able to find out that your domain exists and what is his address.

There are root DNS servers on the Internet and all first-level domains go through them, then they are distributed over first-level zones, and so on. thus all DNS servers are hierarchically linked.
No one will be associated with yours.
Your domains will be seen only by those who register your DNS server directly in their settings.
