If I make a site layout in Photoshop, then I'm behind the times?
If I had to design a website layout now, I would traditionally do it in Photoshop, but in 2018, is that wrong anymore? I heard about some Sketch and Zeplin. Need to use one of these instead of Photoshop now?

Absolutely right. Plus you karma for what you understand.
Yuzay figma - then you will not need a sketch, no zeplin, no mac. Not even money for licensed software. You only need a browser. Developers will extract information from the layout in the same way as from zeplin, because Figma allows you to design, and the code with assets can be exported. Plus, it pulls iOS/Android code much better than zeplin (in addition to standard CSS).
