and yes, you need to pay every year, unless otherwise provided by the zone regulations.

Well, you need to start with the fact that you do not buy it at all. In any case , you rent it. And this is the right to rent - you can resell. For example, there is a "Domain Auction" on nic.ru, where domains hang parked for years until someone needs them.
The renewal fee is charged once a year . To use it for ten years, you need to deposit an amount equal to ten renewals to your personal account, and it will be debited from there once a year.
