If a black and white photo is tinted with color, does it cease to be black and white?

For example, to overlay a black and white image with red color (as with sepia, but red), is it considered color?

From the point of view of photography, a monochrome photo, even tinted in 2 different colors, will still be called not color, but only tinted.
although, on the other hand, at the dawn of color photography and color cinema, even photos tinted in one color were called color. If only the initial tone would be correctly selected.
let's say when shooting a forest/greenery and toning it into a single green color - you may well not understand that, in fact, the photo is monochrome. or toning in pink photo frame with sunset/dawn.
but from the point of view of the printer - you still need a color printer, not a black and white printer, to print a tinted image.

Everything that is not in grayscale is color.
