There is a subscriber base numbering several tens of thousands of subscribers.
The numbers were driven in at random into the text field, from day to day I will start putting the numbers in order and putting them in a separate table.
In parallel, there is a subtask of determining the telecom operator by the number specified by the subscriber.
Attention, the question is: what free solutions exist today to solve this problem?

Given the abolition of “mobile slavery,” as we call it, and the introduction of MNP, as it is called in the world, I think this definition will lose its relevance, because all these distributions will quickly become irrelevant.
In fact, the Ministry of Telecom and Mass Communications postponed the introduction of MNP (Mobile number portability) from December 1, 2013 to March 1, 2014 (according to the requirements of the Ministry of Telecom and Mass Communications, a change of operator will be possible while maintaining the number and the cost of the service should not exceed 100 rubles), but introduced a condition - who “does not in time" - will be subject to a fine of 5 kopecks per day for each registered subscriber. And this for some operators will amount to several million rubles daily. Quite a large amount to postpone the implementation even further.
As I see it, there will be a fairly large wave of shifts of operators. Indeed, in fact, many are not satisfied with the tariffs / service / services, but they remain, because this number is known to too many people who are not even in your contacts, but it will be bad if they cannot call you. So they sit "in slavery" with the operator because of the unwillingness to change the number.
This, of course, will have other consequences, but this is already beyond the scope of the question.
But whether the actual database of the operator number will be available somewhere, even for a small amount, is a good question and there is no answer to it yet.
