For example, that on a particular device there is a correspondence through a particular messenger with built-in encryption and a TOR connection? Or that a specific device is surfing through a specific TOR browser?

tor has a list of "root servers", it's public. If it was accessed, and then something incomprehensible went over https, you can put a mark "tor is used". Of course, you won't be able to look inside the connection (if there is no trusted key from some Office on the device), but the connection can be recorded - for the future .
